Why bonus offers are restricted

In Ontario, a gambling offer cannot be called 'free' or 'risk-free' if the player risks or loses money, and material conditions must be shown when the offer first appears[23]. Public advertising of bonuses, credits or inducements is banned; such offers may only appear on an operator's own site or be sent to those who consented to direct marketing[24].

“Public advertising of inducements, bonuses and credits is strictly prohibited, including targeted advertising and algorithm-based ads (Standard 2.05).”— AGCO - Advertising and Marketing in Ontario's iGaming Market [24]

Spotting a regulated site

Regulated gambling sites in Ontario display the iGaming Ontario and BetGuard logos, and iGaming Ontario maintains an official list of all regulated operators[25]. In provinces without an open market, including British Columbia, Manitoba, Saskatchewan, Quebec and the Atlantic provinces, the only legal options are provincial platforms: PlayNow, Loto-Québec or ALC.ca[26].

“Saskatchewan people who wish to gamble online can do so safely and securely on PlayNow.com, which is the only legal online gaming platform”— Government of Saskatchewan - Beware of Fake Online Casinos and Other Illegal Operators [26]
“Use this directory of all igaming sites offered by regulated Operators contracted by iGaming Ontario”— iGaming Ontario - Regulated iGaming Market [25]

Who may offer online gambling

Ontario allows private operators to offer online gambling after AGCO registration and a contract with iGaming Ontario; the market opened on April 4, 2022[16]. Alberta's regulated market launched on July 13, 2026[9]. British Columbia, Manitoba, Saskatchewan, Quebec and the Atlantic provinces restrict legal online gambling to their own platforms: PlayNow, Loto-Québec or ALC.ca[4][12][21][19][6][12][12][12]. Provincial governments may run lottery schemes under section 207 of the Criminal Code[27].

“Under the Criminal Code of Canada, only the Province or its Agent can conduct and manage gaming on or through a computer.”— BCLC - eGaming FAQs [4]
